于洪区沈胡路小学新建工程建设用地(中心坐标为北纬41°82'32.0952"、东经123°26'70.5799")位于辽宁省沈阳市于洪区,占地面积为21450.94m2(约合32.18亩)。地块东侧、北侧均为耕地,西侧为宅基地和耕地、南侧为隆盛花园小区,该地块规划为公共管理与公共服务用地中的中小学用地(A33)。
根据《中华人民共和国土壤污染防治法》、《土壤污染防治行动计划》(国发〔2016〕31 号)等相关规定,农用地块变更为住宅、公共管理与公共服务用地的,变更前应当按照规定进行土壤污染状况调查。据了解,该地块此前为耕地,虽然调查地块在2006年已经完成出让,但是一直未进行开发利用,也未进行土壤状况调查工作,因此,为确保地块再开发利用过程中的环境安全,辽宁奉天检测技术有限公司受沈阳市于洪区教育研究中心委托,根据生态环境部发布的《建设用地土壤污染状况调查技术导则》(HJ 25.1-2019)、《建设用地土壤污染风险管控和修复监测技术导则》(HJ 25.2-2019)对此地块开展土壤污染状况初步调查工作。
